Here are some brief points to write a research paper and get it published in top computer science journals:

1. Discover what your faculty members are working on, their research interests, publications / top journals in computer science.

2. Approach him/her for a project. It may or may not lead to a research paper always, but the experience is INCREDIBLE.

3. Work. You HAVE to put in a lot of time and effort into understanding what your problem statement is.

4. Work with like-minded people. Discuss with them about your work and listen and learn from their work. Form a team if possible and divide the work into logical sections.

5. Make sure you read A LOT of research papers in the area you are working on. You will begin to get various ideas and the innovations going on in the area you are working on.

6. If you have done considerable work, consult your guide about a publication. Try for a conference that accepts work in your area. Keep a lookout for their submission dates as well as criteria for publication. If the conference is abroad, think about whether you have funds to travel in case you need to present it there.

7. Test your code/Algorithm. Run simulations on simulation software or test your code in an actual live scenario. Compile the results. Make sure that there's a goal in mind that you are planning to achieve and your work is in direction of that goal.
