How do I choose topics for publishing research papers in the field of computer science?

For publishing a research paper in top computer science journals, firstly choose a research area in the field of computer science that fascinates you, excites you. Read up on that area to understand the current frontier of work, and pick up one of the threads for work. On that thread, read up more to get a good feel of the current work in that area, the current approaches, the current state of the art, etc. That will give you some direction for your own research work. Go along. Do some quality research work. And then the publishing and other aspects can be decided.

Have a look at the Call for Papers (CfP) section of some top computer science journals. The topics listed there should give you an idea of what areas are active. Also, many top conferences have workshop sessions. By and large, all areas listed in workshops are trending research areas.

Most journals of computer science and technology also have special issues/magazines which contain papers only from a few select areas. The reason for special issues/magazines is to publish papers on areas which are topical. If you write papers on such areas, they will just zip through.

And to check whether your idea has been published before or not, you have to do an extensive literature survey.
